Designing a documented health hazard management system from first principals starts with a Qualitative Health Risk Assessment which identifies all the hazards that the system is to manage. Once all hazards have been identified a system of controls is developed to reduce the risks to an acceptable level. The management systems must ensure that people are identified at appropriae levels within the organiseation to implement these controls and also specify what information, instruction and training these people require. Finally, a system of audits, review and quality control is required to ensure that the system remains robust and effective.

To ensure that a health hazard management system remains effective at controlling the risk it should be periodically reviewed by a subject matter expert with the appropriate knowledge and experience. An effective tool in the review of a management system is a systematic auditing process to identify where controls are failing, potentially placing people at risk.
